Many Canadians were taken aback in 2012 when the federal government revealed a significant alteration to the beloved Old Age Security (OAS) program, one of the three main sources of income for seniors. The 2013 budget included the reform, which raises the eligibility age for OAS from 65 to 67 starting in 2023 and completes implementation in 2029. Considering the age of the Canadian population, the reform is a good start, but more is required.

What is OAS (Old Age Security)?
Old Age Security is a government-funded monthly supplemental pension plan for seniors in low-income Canadian families who are 65 years of age or older. OAS is financed by tax income, and in contrast to the CPP, it is based on the length of time you have lived in the nation rather than your work history. Even if a Canadian is employed or receives dividend income from stock purchases, they are still eligible for the OAS. There are three advantages under the OAS.
- Guaranteed Income Supplement
- Allowance
- Allowance for the Survivor
Old Age Security Pension Payment Amount 2023
Your potential OAS payment amount is based on your income and the length of time you have resided in Canada following the age of 18. Payment amounts are modified quarterly (in January, April, July, and October) in accordance with the Consumer Price Index (CPI) measurement of Canada’s cost of living.
According to the chart below, the maximum monthly payment from OAS for beneficiaries between the ages of 65 and 74 in 2023 will be CAD 691.00, or just under CAD 8,300 annually. The maximum payment in 2023 for those who are 75 years of age or older is CAD 760.10.
Maximum monthly amount for 2023 | OAS eliminated when income reaches | ||
---|---|---|---|
OAS pension benefit – Age 65 to 74 | CAD 691.00 | CAD 129,757.00 | |
OAS pension benefit – Age 75 and over | CAD 760.10 | CAD 129,757.00 |
How is the OAS pension calculated?
The length of time you have lived in Canada after turning 18 determines how much your OAS pension is. If you have resided in Canada for at least 40 years, you are eligible for a full pension. If not, you are still eligible to receive a partial OAS pension, which is equal to one-fourth of the full pension for each year that you have lived in Canada since you turned eighteen.
Assuming you were 18, you spent thirty years living in Canada. You might be eligible for 30/40ths or 75% of the total OAS pension in this situation. The amount of a partially approved pension does not increase with additional years of Canadian residency.
Benefits of Old Age Security- Disability
OAS benefits are determined individually, a couple of seniors living together may be eligible for full OAS benefits even if their household income is as high as CAD 141,908 (2013). Alternatively, full or partial OAS benefits can be received by senior couples earning a combined household income of up to CAD 229,280.
In contrast to the Canada Pension Plan (CPP), OAS is not covered by a separate fund. Benefits are paid for out of current tax collections. This essentially means that employees, whose average pay and salaries were CAD 45,776, are paying for benefits for seniors, whose average pay is frequently higher than that of the employees.
